New York 2010 Census redistricting data to be released

The Census Bureau announced today that 2010 Census Redistricting Data will be released for New York State next week.

What does this mean? The data released for geographies down to the block level will include: population counts for race and Hispanic or Latino categories and housing unit counts by occupancy status (occupied units, vacant units).

From the Census Bureau:

Data Release Process:
1. Pre-release announcement — A week ahead, we’ll announce which states to anticipate the following week.
2. Shipment to State Leadership — We’ll ship the data to the state leadership (ex. governor, majority and minority leaders) first, as required by law. We will also issue a media advisory notifying media when we ship the data to each state.
3. Confirmation, FTP Site and News Release — The following day, we’ll confirm the state leaders’ receipt of the data. We will then release the full data set to our FTP download site and post a news release and custom tables [XLS] with top line data for that state. (Tech tips)
4. Full Data Set in American FactFinder within 24 Hours — Within 24 hours, the data will also be available on American FactFinder, the Census Bureau’s online data search tool.

Final Mail Participation Rates

The US Census Bureau has released the final mail participation rates for the 2010 Census. The results include forms mailed back after the April 27 cut-off that marked the transition to the door-to-door follow up operation. Although received too late to prevent a visit by a census taker, those late-arriving forms were still used for tabulating purposes.

Census Quality Assurance Operations

The Census Bureau’s Quality Assurance operation involves a census enumerator phoning or visiting a small sample of households to double-check on the accuracy of the data provided, and to make sure that the Census gives a complete picture of everyone living in the household.

Why am I still being contacted by the Census?

The Census Bureau has just  finished the third week of the Nonresponse Followup stage of the 2010 Census.  The completion of interviews in this phase is proceeding roughly on schedule. As of Saturday, over 50% of the entire workload has been completed.

Here’s what the Census Bureau has to say about why you may get a visit or phone call despite sending in your form:

Some questions are coming in from folks who completed and mailed back their census forms, but are being visited by census workers in person, or receiving a phone call from the US Census Bureau. It might be a good time to go over the different reasons this might be happening. (All of the reasons are variants of attempts to make sure we’ve counted people once and only once and in the right place, their April 1, 2010, usual residence.)

We use two ways of contacting people — face to face visits and telephone calls.  Here are some reasons why you might get a knock on the door:

1. We received your mailed-in form too late to scratch your unit off the list of addresses to visit. (Since some forms get lost in transit, we train our enumerators to ask the census questions at every door they’re assigned; please be patient with this request).

2. There was missing or conflicting information on the form we received. (We want to make sure the information we collect from your household is complete and correct.)

3. We can’t match the address you provided on a “Be Counted” form or over the phone to our master address list. (We send the enumerator to you to make sure all information in properly attached to the right housing unit).

If we are uncertain about any of the answers your household provided on the census, we may call to get a better understanding of the situation and ensure we get an accurate count.  Here are a few reasons why you may receive a telephone call from the US Census Bureau:

1. If the number given for how many people were living at the address on April 1 does not match the number of people for whom information was provided.

2. If the form indicates that additional people were staying at the address on April 1 but were not included in the household’s count.

3. If we suspect we have received duplicate information about a housing unit or individual, we will follow-up to make sure people are not counted twice.  You can confirm that the individual calling is really from the Census Bureau by running through this checklist.  Read more about the Nonresponse Followup on Census Director Groves’ blog at http://blogs.census.gov/2010census/.  Thank you for your commitment to the 2010 Census.

Mail Participation Rates

The Mail Participation Rate is the percentage of forms mailed back by households that received them. The rate excludes households whose forms were returned by the U.S. Postal Service as ‘undeliverable,’ suggesting the house was vacant.  Additionally, the mail participation rate excludes: houses in update/enumerate areas; households that receive mail at P.O. boxes; transients; homeless; Be Counted forms; and phoned-in responses.  The Towns of Edinburg and Day, in Saratoga County, are both in Update/Enumerate areas; these operations will continue through May 29th.  The Census Bureau will follow up on all housing units that did not return a completed form to ensure everyone is counted.

The last update to the Mail Participation Rate was on April 27th; final rates will be posted in the fall, and will include late mail returns.  A complete list of the latest 2000 and 2010 Mail Participation Rates for all 79 municipalities in the Capital Region can be found in the following tables.

52 of the Region’s 78 municipalities matched or beat their 2000 Mail Participation Rates, including the cities of Albany, Rensselaer, Saratoga Springs, and Troy.  Albany, Rensselaer, and Saratoga Counties all beat their 2000 rates by a minimum of 2 percentage points.  The Town of Charlton in Saratoga County had the highest Mail Participation Rate in the Capital Region: 89%.  41 of the 78 municipalities had Participation Rates of 80% or more this year, up from just 23 municipalities in 2000.

Safety and the Census

In keeping with my earlier post, here’s what the Census Bureau has to say about fraudulent activity and scams:

The Census Bureau uses a workforce of trained federal employees to conduct a variety of household and business surveys by telephone, in-person interviews, through the mail, and in limited cases through the Internet.  We understand your personal information is sensitive and go to great lengths to protect the data we collect.  Although we cannot stop or warn against all bogus or false collections of data — here are some tips to help you recognize fraudulent activity or unofficial data collections.

If you are contacted for any of the following reasons — Do Not Participate. It is NOT the U.S. Census Bureau.

Phishing:

“Phishing” is the criminally fraudulent process of attempting to acquire sensitive information,  such as usernames, passwords, social security numbers, bank account or credit card details, by masquerading as a trustworthy entity in an electronic communication.  Phishing is typically carried out by e-mail and it often directs users to enter sensitive information at a fake Web site  that looks and feels almost identical to the legitimate one.  The Census Bureau does not send emails about participating in the 2010 Census.

Other Scams:

  • The Census Bureau does NOT conduct the 2010 Census via the Internet
  • The Census Bureau never:

-Asks for your full social security number

-Asks for money or a donation

-Sends requests on behalf of a political party

-Requests PIN codes, passwords or similar access information for credit cards, banks or other financial accounts.

If you are contacted by someone claiming to be with the US Census Bureau, and you are uncertain how to proceed, contact the Telephone Questionnaire Assistance hotline: 1-866-872-6868.  To speak directly with an operator, wait for the recorded message to end, then dial ‘2′ followed by a ‘0.’  This number will be in operation through July 10.
